So I’ll add this; while I haven’t heard people directly say this, I get the feeling that everytime (Japanese) news reports a criminal suspect or criminal as ‘of no fixed address’ or ‘currently without job’, I get the feeling they are trying to say: herein lies the problem. As if those with homes or jobs don’t commit crimes.
